She doesn’t know where he is, after the battle in Wakanda, she goes back and doesn’t find him (he is, of course, mourning the loss of a family, so he goes away, turning into Ronin). So she probably thinks that her best friend, her partner is dead as well as the others.
She and Cap team up with Banner and the others who are still alive, forming Avengers 2.0, protecting what’s left of the world and then they get word of this lunatic who kills people. Natasha goes after him, finds him and BOOM. There he is, her best friend, her partner, not dead, but also not himself. He is lost, angry, out for blood.
Just like Natasha was the first time he found her.
